Аннотация

Статья посвящена анализу представлений британской колониальной администрации о системе безопасности на северо-восточных рубежах Индии в годы Второй мировой войны. В ней рассматриваются стратегические проекты, разработанные британскими чиновниками в начале 1940-х годов в условиях японского наступления в Бирме и переосмысления будущего устройства региона. Особое внимание уделяется концепции «двух колец буферов», предложенной министром иностранных дел правительства Индии Олафом Кэроу, согласно которой оборона Индии на Северо-Востоке должна была строиться на сочетании внешнего пояса буферных государств (прежде всего Тибета и Бирмы) и внутреннего оборонительного пояса из племенных районов Северо-восточного фронтира Индии. Показано, что в британском стратегическом планировании этого периода Северо-Восток приобретал всё большее значение в контексте возможных угроз безопасности Индии извне, главной из которых виделась китайская угроза. Вместе с тем политические процессы середины 1940-х годов и подготовка к предоставлению независимости Индии не позволили реализовать проекты реорганизации северо-восточного пограничья, многие из которых так и остались на уровне стратегических планов.
